Put in the operating system disk into the cd rom drive and start your computer. It should boot to the cd or floppies if your using those. It will load and finally come to a screen that says fix or install windows. you need to install windows so select that. Now what you need to do is allocate a partition for windows. So you need to delete the old one by going to delete partition. it will ask you if you really want to press L or something. You need to do that. then you need to create the partition by pressing C or what ever it is. allocate all or part of the drive to put windows on. I usually use all of it. after you created and partitioned you drive you need to format it. Used NTFS full not fast. then the rest is pretty much self explanatory.

Make sure you print out some documents on how to do it before you commit to wiping your drive. go here at use this http://support.microsoft.com/kb/316941

I am assuming windows operating system since you did not include this. But you can just go to control-panel- add and remove program and select what you dont want to have. if you are looking for a program already set for this i dont think i have heard of such. Also after uninstalling the software you may want to go to programs files folder in the c: drive to remove the folder.
Go into the control panel and click on add/remove programs and uninstall all of the programs that you do not want or need.
uninstall the programs that are not in use for long
Try PC decrapifier
