Open your Internet Explorer then right click on the toolbar. There you will see a list of different options of other toolbars. Just unclick the one you don't want to show up.

you can go to add/remove programs and remove it from there
Many of these toolbars are a thinly veiled spy or adware program. Unfortunately many of these also cannot be removed by software. Do a google search on that specific toolbar and find the manual removal instructions and follow them. It will be removed then.
